Boozman, Thune, Crapo Lead Colleagues in Demanding Biden Administration Increase Agricultural Exports

WASHINGTON – U.S. Senator John Boozman (R-AR), Ranking Member of the Senate Agriculture, Nutrition, and Forestry Committee, along with Sens. John Thune (R-SD) and Mike Crapo (R-ID), Ranking Member of the Senate Finance Committee, led 18 of their colleagues in urging U.S. Trade Representative Katherine Tai and U.S. Department of Agriculture Secretary Tom Vilsack to increase U.S. agricultural exports and improve the competitiveness of U.S. products abroad.  

“We expect trade to fluctuate in response to macroeconomic factors and market conditions,” wrote the senators. “However, the current sharp decline in U.S. agricultural exports is directly attributable to and exacerbated by an unambitious U.S. trade strategy that is failing to meaningfully expand market access or reduce tariff and non-tariff barriers to trade. While the Biden administration continually refuses to pursue traditional free trade agreements, China, Canada, the European Union, the United Kingdom, and others continue to ink trade pacts that diminish American export opportunities and global economic influence.”

The letter was also signed by U.S. Sens. Dear Ambassador Tai and Secretary Vilsack: 

We write to express deep concern with the continued erosion of critical markets for U.S. agricultural exports. For decades, the United States steadily increased market access for U.S. food and agricultural products. We accomplished this feat through negotiations of actual free trade agreements, removal of technical barriers to trade, and holding our trading partners accountable to their commitments, all of which have helped strengthen the agriculture economy at home and developed important strategic relationships abroad. Yet, in the last fiscal year (FY) alone, U.S. agricultural exports declined by more than $17 billion, and recent forecasts show a further decline by more than $8 billion in FY 2024. As a result, the U.S. agricultural trade deficit is projected to reach a record $30.5 billion in FY 2024. This decline is unsustainable, and we urge the Biden administration to immediately take action to improve the competitiveness of U.S. agricultural products abroad and reverse this trend.

International trade is critical to the continued success of U.S. agriculture. For the 2023 marketing year, nearly 70 million acres of major crops like corn, soybeans, and wheat were planted to meet the demands of our foreign customers. Additionally, more than 95 percent of U.S. cotton produced, nearly 80 percent of almonds produced, and more than 70 percent of nonfat milk powder produced were destined for the export market in 2023. And in a typical year, half of U.S.-produced rice and 20 percent of U.S.-produced potatoes are exported. Diminishing access to foreign agricultural markets for U.S. industries creates significant economic headwinds and jeopardizes the livelihoods of more than one million American workers, farmers, and ranchers, as well as millions more U.S. jobs throughout the export supply chain. 

With our concerns in mind, please respond to the following questions within 14 days of your receipt of this letter. 

  • What specific actions does the Biden administration plan to take to increase U.S. agricultural exports in 2024?

  • Does the Biden administration intend to pursue new or improved free trade agreements with any countries to obtain new market access for agricultural products in 2024?

We further ask the Biden administration to take steps to analyze and consider the relationship between U.S. competitiveness and market share in foreign agricultural markets with negotiated tariffs, tariff rate quotas, and other market access provisions. 

A continued decline in U.S. agricultural exports is avoidable and unacceptable. The Biden administration must take immediate action to ensure this does not become a long-term trend. Thank you for your prompt attention to this important matter. 

Arkansas 4-H clubs celebrate National 4-H Week

LITTLE ROCK — On Oct. 1, the green and white 4-H flag was raised at the U.S. Department of Agriculture headquarters in Washington, D.C., where it will fly through Oct. 7 to celebrate National 4-H Week. In Arkansas, 4-H members, volunteers, leaders and staff are highlighting the program’s impact on youth in all 75 of the state’s counties.

U.S. Agriculture Secretary Tom Vilsack proclaimed Oct. 1-7 as National 4-H Week on Sept. 28. As the nation’s largest youth development organization, 4-H has more than 6 million members. It’s also the largest youth organization in Arkansas, with more than 11,000 members and 600 4-H clubs. The 2023 theme of National 4-H Week is “I Heart 4-H,” which “reminds us that every child has valuable strengths and real influence to improve the world around us,” according to Vilsack’s proclamation.

Debbie Nistler, assistant vice president-extension for 4-H and youth for the University of Arkansas System Division of Agriculture, said 4-H Week aims to encourage families to participate in the organization.

“National 4-H Week is a great opportunity to promote 4-H during a time when youth and their families are deciding what activities they would like to engage in during the year,” Nistler said. “We want 4-H to be an attractive option.”

Nationally, 4-H’s mandates are STEM — science, technology, engineering and mathematics — healthy living, civic engagement and leadership, Nistler said.

“These mandates lead our work in areas that help grow the individual and connect them to their futures and their communities,” Nistler said. “The essential elements of 4-H are belonging, mastery, independence and generosity. These elements help guide how youth engage and provide an intentional path to grow skills and competencies as they engage in 4-H.”

To celebrate the week, Arkansas 4-H’s Facebook, Instagram and Twitter pages will be highlighting different 4-H programs, including 4-H Yoga and Tech Changemakers, and encouraging followers to wear 4-H’s signature green color and share how they love 4-H. Ashley Dingman, extension program associate for 4-H youth development, said she encourages 4-H supporters to tag Arkansas 4-H in their social media posts using #AR4H and #IHeart4H.

Nistler said 4-H is an important program for Arkansas youth because it helps cultivate skills and passions in many different fields, all of which create brighter futures.

“4-H provides a unique opportunity for youth to find their spark,” she said. “A certain project or passion may lead to a future career. That may be an animal science project, but more youth now engage in projects related to STEM, healthy living, leadership, natural resources, and even space through NASA programs.”

Arkansas agriculture connected to $2.8B USDA Climate-Smart Commodities initiative

HUMNOKE, Ark. — Arkansas has connections to several projects being funded through the U.S. Department of Agriculture’s $2.8 billion Climate-Smart Commodities program aimed at reducing greenhouse gases, improving carbon storage and developing new revenue streams for small and underserved farmers.

USDA on Sept. 14 unveiled the 70 projects it selected from among 450 applications. Two days later, Agriculture Secretary Tom Vilsack was at Isbell Farms in Humnoke to discuss the initiative, with some 200 people in the audience.

The Arkansas projects — which involve scores of private and public partners — include rice, beef and cotton, with work in greenhouse gas emissions monitoring, carbon sequestration and regenerative practices. All of the projects are expected to provide direct benefits to production agriculture, including for small and underserved producers, USDA said.

Vilsack said the initiative has projects in all 50 states and he expected some 50,000 farmers and more than 20 million acres to be involved.

“It’s going to create new opportunities for farmers and improve income,” he said. “It’s going to create a set of partnerships and collaboration that’s going to continue way beyond this particular project. It’s going to help underserved producers get a leg up. It’s going to create an opportunity for the U.S. to be in a leadership position internationally.”

Deacue Fields, head of the University of Arkansas System Division of Agriculture, was among those invited to speak on a panel with Vilsack. He said the Division of Agriculture will bring the strength of its research abilities to projects in which it’s involved.

“From the Division of Agriculture’s point, for us, this is a big deal. Rice has always been a point of pride for us in the division. We invest a lot in it,” Fields said. “We are going throughout all these projects making sure we provide the science behind it and make sure we can validate what’s good.”

The division’s Cooperative Extension Service, which provides educational outreach to Arkansas farmers, families and communities, was also named in one of the projects.

Benjamin Runkle, associate professor in the College of Engineering at the University of Arkansas, has researched greenhouse gas emissions in rice at Isbell Farms since 2015. He and his team set up an example of their monitoring equipment for the event.

“The new project in USDA’s Climate-Smart Commodities program, led by USA Rice, is implementing real change across 400,000 acres and that strategy is in part based on the work we have done on the Isbell Farm and other farms in the state,” Runkle said. “Our team has the role of helping create consistent standards for data collection and guidance for the project’s implementation and create a research-based estimate of the greenhouse gas emissions reduced as a direct result of this project.”
