The almost 14-mile segment of Interstate 49 to be built in Crawford and Sebastian counties between I-40 in Alma and Highway 22 in Barling has received a $25 million federal grant and is in the running for another $250 million federal grant.

The Arkansas Department of Transportation (ARDOT) said Thursday (June 27) that the U.S. Department of Transportation awarded a $25 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant for use on the I-49 segment. The money comes from the $1.2 trillion Infrastructure Investment and Jobs Act or Bipartisan Infrastructure Law. No members of Arkansas’ Congressional delegation voted for the legislation.

“After decades of underinvestment, the condition of America’s infrastructure is now finally getting better instead of worse – and today we proudly announce our support for 148 more projects in communities of every size across the country,” U.S. Transportation Secretary Pete Buttigieg said in a statement. “Through President Biden’s Bipartisan Infrastructure Law, we’re funding projects across the country to make roads safer, make it easier for people to move around their community, make transportation infrastructure more resilient to extreme weather, and improve supply chains to keep costs down for consumers.”

Going solar on your farm? There’s a web tool for that and funding deadlines are looming

FAYETTEVILLE, Ark. — Agricultural producers looking to invest in solar energy for their farms are facing several key deadlines this year.

First, rural small businesses and agricultural producers who are interested in going solar have until Sept. 30 — with two other deadlines before then — to apply for federal grants to help offset costs. And in Arkansas, Sept. 30 is the deadline to file for “legacy net metering” status to receive one-to-one energy credits for energy supplied to the electrical grid.

According to Professor of Agricultural Economics and Agribusiness Michael Popp with the Arkansas Agricultural Experiment Station, meeting both deadlines can have impacts on an agricultural producer’s return on investment for a solar project.

To help producers evaluate their options, Popp and his colleagues with the University of Arkansas System Division of Agriculture updated the Poultry Solar Analysis tool. This tool models the economic implications of solar energy with user input about their farm-specifics. Entered are the last 12 months of electricity cost and use to estimate equipment and installation costs, electricity rates, and financing options.

The updated decision aid tool also allows the user to specify a Rural Energy for America Program, or REAP, grant. Further, it offers a model showing how using two loans to finance a solar project can minimize the after-tax cashflow requirements of investing in solar, Popp explained.

 “If you have a REAP grant and income tax credits paying for 55 percent of your project costs, you can break even at 3 cents per kilowatt hour even at the higher interest rates” Popp said.

That’s about 7 cents a kilowatt hour of risk wiggle room. Across 35 farms analyzed, Dr. Popp’s tool estimated average variable electricity rates of 10 cents per kilowatt hour in 2022. If a solar investor can lock in net-metering, cashflows are more attractive than future, avoided cost rates, Popp said.

‘Legacy net metering’

Last year, the Arkansas state legislature passed the Cost-Shifting Prevention Act of 2023. It overhauled the net metering policy in Arkansas and set a deadline of Sept. 30 to apply for “legacy net metering” status and to be “grandfathered” into the rate structure in effect before Dec. 31, 2022. If the customer qualifies, their rates would be grandfathered through June 1, 2040.

Legacy net metering allows a utility customer with an electricity generating system to receive credit from their utility provider if the customer produces excess energy. Any net excess generation credits older than 24 months can be sold back to the electric utility at the utility’s “avoided cost,” if it is at least $100, according to the Arkansas Public Service Commission’s latest Net-Metering Rules.

All costs need to be paid for constructing facilities necessary to connect a net metering facility by Sept. 30, the new rules state. The facilities could also include those that produce energy from wind, water and geothermal.

Those who do not apply for legacy net metering will fall under the next compensation policy called “net energy billing,” which will allow sale of power to the utility grid, but the utilities will no longer be mandated to reimburse at the rates they charge.

Another critical component of solar investment analysis is application for the U.S. Department of Agriculture’s REAP program, said Yi Liang, Associate Professor with the Cooperative Extension Service. The REAP program offers loans and grants for rural small businesses and agricultural producers. The application deadlines for the REAP programs are March 31, June 30 and Sept. 30. However, Liang noted that it takes between three and six months to score and rank the REAP applications.

“For anyone to meet the state’s Sept. 30 deadline for legacy net metering, the March 31 REAP grant deadline would be the one to shoot for,” Liang said.

Two loans better than one

Popp revisited the analysis tool with Liang and other colleagues to assess the finance and risk management considerations of investing in solar panels for agricultural uses.

A portion of their report, currently under review with the USDA Economic Research Service, explains how economic modeling suggests that two loans were superior to a single 10- or 20-year loan.

Using the updated Poultry Solar Analysis tool, Popp noted the break-even cost of electricity is lower with two loans than one because “better cashflow matching leads to more timely loan repayment, which saves on interest expenses.”

Running the same model for 35 farms with different electricity rate structures, Popp and his team found that choosing 10-year or 20-year equipment loans — with or without a secondary income tax credit loan repaid upon income tax realization — revealed a best-case scenario with two loans. The 10-year equipment loans optimally sized in conjunction with either a one-year or five-year income tax credit loan led to the highest “net present value” of 30-year, after-tax cashflows.

“That financing arrangement also led to the lowest break-even cost of electricity for solar investors,” Popp said. “At the same time, that financing solution led to much fewer incidences of having larger annual cash outflows with solar investment than not investing in solar.”

USDA grants $5.6 million for Arkansas food supply chain improvements

The U.S. Department of Agriculture is dedicating $5.6 million to help Arkansas farmers and food distributors access new markets.

$4.2 million of the funding from the USDA’s Resilient Food Systems Infrastructure program will go toward a grant program for producers and distributors in the state.

Jenny Lester Moffit, the USDA Marketing and Regulatory Programs Under Secretary, made the announcement at the Arkansas Foodbank in Little Rock on Tuesday. She said the grants will help Arkansas farmers access new markets, and hopefully help improve the rate of food insecurity in the state.

Arkansas will start distributing $1M grant to pregnancy resource centers in January

Arkansas lawmakers on Friday allowed the state Department of Finance and Administration to administer a taxpayer-funded $1 million program to provide funds to pregnancy resource centers, which are often religiously affiliated and discourage abortion while encouraging birth.

The department will start distributing the money in January, spokesman Scott Hardin said in an email.

Arkansas has more than 40 of these centers, often called “crisis pregnancy centers.” They operate independently but form a community, the Arkansas Pregnancy Network, due to their shared missions and similar services, Maria Speer, executive director of the Life Choices center in Conway, told lawmakers in August.

The Legislature passed a law in April to create the grant for the second year in a row. The first year of the grant resulted in 23 pregnancy resource centers, adoption agencies and maternity homes receiving portions of the reserved $1 million between September 2022 and January 2023.

UA Cossatot has received a $3,500 grant from the Weyerhaeuser Giving Fund to support its Industrial Maintenance program.

Sarah Chesshir, Division Chair of Professional and Technical Programs, stated the funds would be used to host a recruiting event to showcase UA Cossatot’s Lockesburg Industrial Maintenance Institute (LIMI) and to recruit students into the robust program. The event will be held in 2024, and the public will be invited to attend. UA Cossatot will have advisors, faculty, and staff in attendance to help answer questions, provide tours, and enroll future students. Attendees will receive a free t-shirt and will be entered into a drawing for door prizes. They will also have a chance to win a $250 scholarship. More details will be provided closer to the date.

Housed in Lockesburg, AR, the Industrial Maintenance program provides students with the skills needed to perform general maintenance duties required in an industrial setting with increased employment opportunities. Students will earn stackable credentials. Certificates of Proficiency in Mechanical Devices, Hydraulics and Pneumatics, Industrial Motor Controls, Programmable Controls, and Welding will lead to Technical Certificates in Industrial Technology and Industrial Electricity. All hours will apply toward the Associate of Applied Science in General Technology degree.

“We recognize that there is a very high demand for workers with these skillsets, so we are excited to use this grant to help supply the workforce with skilled laborers.,” Chesshir said.

In both rural and urban settings, the Weyerhaeuser Giving Fund supports hundreds of important organizations and programs in the communities where they operate with funding, time, expertise, and resources. Weyerhaeuser made its first charitable donation in 1903 and has provided more than $260 million in grants through its formal giving program, which was established in 1948.

Cooperative Extension Service receives $650,000 grant to fund University Center

LITTLE ROCK — The U.S. Economic Development Administration recently awarded a $650,000, five-year grant to the Cooperative Extension Service’s Community, Professional and Economic Development department to establish and operate a University Center. The center will serve extension’s mission to strengthen Arkansans and their communities by connecting them with research-based resources throughout the state.

MAKING AN IMPACT — The Cooperative Extension Service will work with Arkansas's eight Planning and Development Districts to serve as a resource for the state's economic development system as part of a new, five-year grant from the U.S. Economic Development Administration (U.S. Economic Development Administration graphic.) 

The University of Arkansas System Division of Agriculture Extension Center for Rural Resilience and Workforce Development will not be a physical location, but rather a resource serving the state’s “economic development ecosystem,” with a particular focus on rural marginalized populations, including Hispanic and Marshallese communities.

Hunter Goodman, extension director of the University Center for the Division of Agriculture, said an economic development ecosystem “includes all of the organizations and groups that focus on improving local economies, which might include chambers of commerce, business consulting organizations, cities, counties, regional nonprofits and lenders, as well as county extension offices.”

Goodman said this work will be done in partnership with Arkansas’ eight Planning and Development Districts, or PDDs, which are funded by the U.S. Economic Development Administration. PDDs are multi-jurisdictional entities, commonly composed of multiple counties and sometimes across state borders. Goodman said PDDs develop local and regional strategies for comprehensive economic development, and they partner with public, private and non-profit sectors to implement these strategies.

Working with these PDDs, extension will offer training and workshops for their staff and community partners — such as municipalities, council members, chambers of commerce or quorum courts — on strategic planning and facilitation, grant writing, data literacy and more. This training will also involve teaching staff how to develop culturally relevant outreach opportunities for marginalized communities.

Brandon L. Mathews, extension program manager for the University Center, said staff from the PDDs “expressed a desire to connect to rural, Hispanic and Marshallese communities, but needed assistance developing the right resources, personnel, and networks.”

“There are organizations that support these three populations, and extension wants to be a statewide resource that brings these organizations together to provide workshops and training to communities who need them,” Mathews said. “Across the state, these organizations provide business consulting to entrepreneurs and small business owners, and they have a vested interest in the same three communities.”

Mathews said that by creating better communication among these organizations and the populations they seek to assist, more opportunities for economic development can be made available — such as county or regional job fairs with information about small business support, employee trainings, financing and capital, and mentoring opportunities.

Tracking workforce data

Extension’s University Center will also develop a data resource center focusing on workforce data. The University Center will partner with Heartland Forward, a Bentonville-based nonprofit that studies “broad economic trends and builds data-driven and community-tested partnerships, programs and policies to address local needs,” Mathews said.

“Heartland Forward is excited to partner with extension to deliver data tools and build capacity at the local and regional levels in Arkansas around workforce development,” said Dave Shideler, chief research officer for Heartland Forward.

“Heartland Forward will create interactive data dashboards called ‘labor market observatories’ for the eight PDDs, which will focus on workforce data primarily for rural, Hispanic and Marshallese populations,” Mathews said.

These dashboards will be used to identify and analyze labor market trends and opportunities for future programming — workshops, trainings and other extension outreach.

Goodman said Heartland Forward staff will coach extension county agents through a curriculum that teaches them workforce development skills, helps them identify and address the needs of workers and employers in rural communities, and equips them as trainers to then share these resources within their Planning and Development Districts.

The University Center began work on Oct. 1, 2023, and Goodman said an official announcement of program activities will be released later this year. Researchers test nanotechnology concept against herbicide ‘drift’

One of the most controversial issues in Arkansas agriculture is the use of the herbicide dicamba. It is one of the few herbicides that is still effective against pigweed, a pervasive weed that impacts many row crop fields in the Delta.

The problem with dicamba is that it is prone to drift onto adjacent fields and can cause serious damage to crops that haven’t been genetically modified to use the herbicide. Scientists in the Natural State are researching a new solution to this generations-long problem.

The startup CelluDot will receive a nearly $1 million National Science Foundation grant to optimize a nanotechnology product developed by the scientists of the company when they were doctoral students. The goal is to mitigate herbicide drift, and the ongoing research will be done in partnership with the Arkansas Agricultural Experiment Station.

UA Cossatot Collegiate FFA receives Living to Serve Grant from National FFA Organization

INDIANAPOLIS (September 21, 2023/National FFA Organization) – The UA Cossatot Collegiate FFA chapter in De Queen, Arkansas has been awarded a Fall Semester-Long Living to Serve Grant in the amount of $1200. The nationwide program provides grant money to local FFA chapters to support semester-long service-learning projects that address needs related to community safety; environmental responsibility; hunger, health and nutrition; and community engagement during the fall semester. 

UA Cossatot Collegiate FFA plans to use grant funds for education and outreach about alternative therapies, such as laser and red light therapy, for horses, livestock, and pets. Agriculture faculty, Kelli Harris, and students will provide no-cost educational demonstrations to the public about these therapies and how they can benefit animals. They will also be partnering with Running WJ Ranch in Texarkana, Texas to provide free services for their horses. 

Red light and laser therapy is a safe and effective treatment for a variety of conditions in animals, including pain relief, inflammation, wound healing, and skin conditions. It works by stimulating cellular activity and increasing blood flow to the treated area.

UA Little Rock part of $2.2 million grant for AI-driven cybersecurity project

A UA Little Rock professor and students are part of a university startup that has received a $2.2 million grant to develop an advanced artificial-intelligence automation and rapid-recovery hardware to protect industrial control systems from cybersecurity attacks.

Backed by the BIRD Foundation, Bastazo, a startup with strong ties to UA Little Rock and the University of Arkansas, will partner with Israeli-based Salvador Technologies on the project, which is known as Extracted Configuration Security (XCS). The initiative will address escalating concerns posed by sophisticated external threats, including ransomware.

“Our collaboration with Salvador Technologies represents a union of revolutionary cybersecurity concepts,” said Philip Huff, assistant professor of cybersecurity at UA Little Rock and co-founder of Bastazo. “Leveraging large language models to automate decisions in cybersecurity operations is not just a leap for us, but a giant step for the entire Operational Technology (OT) security sector.”

UAMS Bone Research Center Secures Second NIH Grant of Over $11 Million

LITTLE ROCK — A federal grant of more than $11 million will provide five additional years of support to the Center for Musculoskeletal Disease Research led by Charles O’Brien, Ph.D., at the University of Arkansas for Medical Sciences (UAMS).

The $11.5 million Centers of Biomedical Research Excellence (COBRE) Phase 2 grant from the National Institute of General Medical Sciences (NIGMS) branch of the NIH follows a 2018 Phase 1 award of $11.3 million to establish the bone research center.

COBRE funding aims to help establish multidisciplinary, collaborative and synergistic research centers in states with lower rates of federal research funding.

UAMS Receives 5-Year, Multimillion-Dollar Grant Renewal to Support Programs for Regional Campuses

LITTLE ROCK — The University of Arkansas for Medical Sciences (UAMS) has received a five-year renewal of funding under the U.S. Department of Health and Human Services’ AHEC Point of Service Maintenance and Enhancement (POSME) grant, which will benefit programs administered by UAMS Regional Campuses.

The Health Resources and Services Administration, an agency in the Department of Health and Human Services, provides the POSME grant with the goal of preparing a diverse, culturally competent primary care workforce prepared to deliver high-quality care to various populations in rural and underserved areas.

UAMS will receive about $1.15 million during the grant year that ends Aug. 31, with $1.15 million provided in equal share by UAMS. The university is projected to receive $11.5 million, with 50% provided by nongovernment funds, during the grant’s five-year term.

Arkansas group receives $1 million grant to study Delta health, economic outcomes

A coalition of organizations in Arkansas, Louisiana and Mississippi will use a $1 million grant from the National Science Foundation to promote improved and equitable health and economic outcomes in the Mississippi Delta regions of those states, the Arkansas Center for Health Improvement announced Thursday (May 11).

ACHI is the recipient of the planning grant, entitled NSF Engines Development Award: Advancing Equitable Access to Food and Health Technologies in the Delta.

ACHI will lead the tri-state effort, partnering with the Arkansas Rural Health Partnership, the Mississippi-based Delta Health Alliance, Mississippi-based HOPE (Hope Enterprise Corporation, Hope Credit Union, and Hope Policy Institute), the Louisiana Public Health Institute, and the Louisiana-based Southern University Agricultural Research and Extension Center.

Researchers receive $550,000 USDA-NIFA grant to develop farmers market food safety game

FAYETTEVILLE, Ark. — Food safety education for small producers will take on an interactive gaming form with the help of a collaborative $550,000 grant from the U.S. Department of Agriculture’s National Institute of Food and Agriculture.

Kristen Gibson, department of food science professor of food safety for the Arkansas Agricultural Experiment Station and director of the Center for Food Safety, will serve as lead investigator on this grant, aimed at providing easy-to-access educational resources about safe food production directed at small- and medium-sized farmers getting started with their market endeavors.

Citing research that indicates interactive multimedia learning tools can help audiences understand concepts better than traditional education practices can, Gibson said the research team decided a multimedia game format may help producers retain the information better. The multi-institution project is titled “GLEAN (game learning to educate and advance knowledge): Transformative food safety training for farmers market vendors.

“We want to be sure that they’re providing safe food to their customers,” Gibson said. “And so, in order to implement best practices related to the production and the handling of fresh produce, you have to have that knowledge base to understand why that is important.”

The Arkansas Agricultural Experiment Station is the research arm of the University of Arkansas System Division of Agriculture.

Farmers markets and food safety

Farmers market vendors do not sell a large volume of produce, and therefore are not covered by the Food and Drug Administration Food Safety Modernization Act, Gibson said. Food safety requirements may vary in each market, even within the same state, because farmers market managers can set their own regulations.

Farmers market vendors have varying levels of food safety knowledge and training, Gibson said. Additionally, farmers market managers may not have access to farmers market specific training that can be distributed to the local producers.

The Arkansas Department of Health does not require farmers markets vendors to obtain permits to sell uncut fruit and vegetables or temperature-stable cottage foods.

The researchers want to be sure that everyone has access to resources to aid in the adoption of food safety best practices, and to make it easier to receive them.

“The idea is to be sure you’re capturing those people who may be falling through the cracks,” Gibson said.

The game

The development of this food safety training game will take place over three years. The researchers will collect data from a sample of local food producers to understand what information is most relevant, assess the effectiveness of the game in knowledge retention and eventually release it to the public.

Vendors can find multiple answers to their questions on different media, like Google searches or YouTube, and by directing the necessary information into a game format, it may help growers feel confident in the validity of the information they consume, Gibson said.

The researchers want the game to be realistic to the growers’ specific situations so that food safety awareness can transfer into their practices. The game will include different risks and related regulations, allow the producers to get help from in-game organizations that mirror real-life support structures and allow them to understand the varying rules of different markets, Gibson said. The strategies will also center on how to gain entry to local and regional food systems.

Collaboration

Jennifer Acuff, assistant professor of food safety and microbiology at the experiment station, will also participate in the project.

“I am very excited to work on the GLEAN project,” Acuff said. “With farmers markets continuing to grow in size and types of products sold, we want to make sure all the vendors are provided with as much knowledge as possible about relevant regulations and are empowered to employ best practices to prioritize the safety of their consumers.”

Acuff’s research focuses on reducing pathogens from foods at the post-harvest level through prevention and intervention. She received a $200,000 grant earlier this year from USDA-NIFA to investigate moisture levels that lead to bacterial survival in low-moisture foods.

“We will be collaborating with colleagues from around the nation to address local and regional knowledge gaps by employing creative learning tools, such as educational gaming,” Acuff said.

That nationwide team of researchers includes Barbara Chamberlin, Matheus Cezarotto and Pamela Martinez from New Mexico State University, and Sujata Sirsat from the University of Houston. New Mexico State University will develop the game through its Learning Games Lab, which has developed many educational games.

Gibson has received many grants that feed into her work on food safety knowledge. Many of her projects aim to characterize food safety risks for small producers. Earlier this year, she characterized the pathogen vulnerability of two popular microgreen varieties and their growing media.

She was also recently awarded a $27,739 grant from the Center for Produce Safety to evaluate current food safety knowledge for indoor leafy green production, with the goal of presenting evidence-based best practices and identifying knowledge gaps on microbial risks.

Gibson is excited to use a game approach to relay food safety information. She hopes to see an increase in confidence, knowledge and the implementation of best practices outside the game.

“To do the practice, you have to have the knowledge first,” Gibson said.

UA Cossatot was recently awarded $64,000 Blue & You Foundation Grant

UA Cossatot was recently awarded a $64,000 Blue & You Foundation Grant to provide hunger relief and hygiene items for students in need.

The grant will aid UA Cossatot’s Center for Student Success’s food pantries and supplies closet, located on three of their four campuses in Sevier, Howard, and Little River counties.

“Food insecurity and lack of resources on college campuses across America is a growing problem, and within the Center for Student Success, we want to do all that we can to alleviate hunger locally and meet these needs. We want students to come to college and focus solely on their academics and not where their next meal may come from,” said Erika Buenrrostro, Director of Student Success and Enrichment. “We are excited that UA Cossatot was chosen to receive this grant that will greatly benefit our students.”

The Blue & You Foundation for a Healthier Arkansas announced Wednesday that 47 grants are being awarded in 2023 to public schools, universities and nonprofit groups in Arkansas totaling $3.38 million. The grants will directly impact each of the state’s 75 counties, funding projects focused on:

· Behavioral health resources

· Social determinants of health

· Maternal and pediatric health needs

· Health equity

· Whole person health

· Medical condition innovation

“These grants will fund dozens of projects touching Arkansans all over the state — from supporting the Arkansas Suicide Prevention Hotline to providing recreational therapy to youth aging out of foster care, the 2023 grants will impact Arkansans in a powerful way.” said Rebecca Pittillo, executive director of the Blue & You Foundation. “The organizations that we have funded are focused on improving the lives of people in our communities, which is also our goal at the Blue & You Foundation.”

NSF awards $750,000 to UA Institute for Integrative and Innovative Research

The National Science Foundation has awarded a nearly $750,000 grant to the University of Arkansas’ Institute for Integrative and Innovative Research. The institute, referred to as I³R, is a cross-disciplinary team of consultants, startup companies and university researchers, including those with the University of Arkansas System Division of Agriculture.

The National Science Foundation Convergence Accelerator grant will fund a project designed to connect regional farmers with institutional buyers and ultimately expand access to healthy and nutritious food.

The project, “Data-driven Agriculture to Bridge Small Farms to Regional Food Supply Chains,” brings Division of Agriculture researchers together with colleagues from the University of Arkansas, University of Arkansas at Pine Bluff and University of Florida. The team also includes two startups, Cureate and Junction AI Inc., as well as several consultants. The project’s stated goal is to tackle challenges such as food insecurity while offering novel business solutions.

University of Arkansas at Monticello hosts USDA official; announces $3.7 million grant

HUMPHREY, Ark. — Researchers and administrators with the University of Arkansas System Division of Agriculture hosted a visiting official with the U.S. Department of Agriculture last Friday, highlighting projects that have garnered special federal funding in support of climate-smart initiatives.

Homer Wilkes, USDA Undersecretary for Natural Resources and Environment, visited Five Oaks Ag Education and Research Center in Humphrey, located in central Arkansas. During the visit, Wilkes announced funding for Partnerships for Climate-Smart Commodities projects, which includes about $3.7 million for an Arkansas-based project aimed at benefitting underserved landowners in the Southern Bottomland Region.

Wilkes noted that competition for the grants had been fierce, with more than 1,000 applications.

Nana Tian, an assistant professor of natural resources economics and policy with the University of Arkansas at Monticello, developed the winning grant proposal and is primary investigator on the project. She was on hand to discuss aspects of the project, which incorporates hardwood restoration in the Arkansas Delta.  

“Restoring bottomland hardwood forests is considered a viable climate-smart agricultural/forestry practice,” Tian said. “Small and underserved family landowners play a critical role in implementing this practice, but they face more barriers to adopting them than other landowners.

“This project aims to plant 500 to 600 acres of oak forests in the agriculturally dominant floodplain of the Red River Valley of southwestern Arkansas, the Ouachita River Valley of south-central Arkansas and the Bayou Meto Watershed in eastern Arkansas,” she said. “The project will also quantify and demonstrate the ecological and economic benefits of bottomland hardwood forest restoration on working lands and help landowners manage the plantations and market climate-smart commodities.”

Tian is also a researcher for the Arkansas Forest Resources Center, a partnership between UAM and the Division of Agriculture, through the Arkansas Agricultural Experiment Station.

Michael Blazier, director of the Arkansas Forestry Center and dean of UAM’s College of Forestry, Agriculture and Natural Resources, said that the grant, which will fund five years of research and outreach efforts, will allow UAM and other cooperating institutions to work synergistically to bring ideas “from research to practice.”

“Long story short, it ties together so many great resources in terms of expertise and long-standing research and outreach efforts, and ties it all together to integrate economics, ecology and outreach,” Blazier said. He said Tian’s project will draw from efforts of the Arkansas Forest Resources Center, the University of Arkansas at Pine Bluff and Texas A&M University.

UAMS Researcher to Lead Study on Antibiotic Resistance in Fresh Vegetables in the United States

En Huang, Ph.D., an associate professor at the University of Arkansas for Medical Sciences’ Fay W. Boozman College of Public Health Department of Environmental Health Sciences, has received a three-year, $1 million research grant from the United States Department of Agriculture (USDA).

Huang and his team — which consists of Sun Hee Moon, Ph.D., and Se-Ran Jun, Ph.D., from UAMS; along with Xinhui Li, Ph.D., of the University of Wisconsin-LaCrosse; Erin DiCaprio, Ph.D., of the University of California-Davis; and Xu Yang, Ph.D., of California State Polytechnic University-Pomona — will investigate why some bacteria isolated from retail vegetables in the United States are resistant to beta-lactam antibiotics. The aforementioned class of antibiotics – considered the most important classes of antibiotics – are used in the management and treatment of bacterial infections.

“Food is an important vehicle for transmitting foodborne microorganisms,” Huang said. “Since most vegetables are consumed when they’re raw or after only being minimally cooked, if present, those antibiotic-resistant bacteria could potentially harm people. Therefore, there’s an urgent need to understand the role of fresh produce in the transmission of antibiotic resistance.”

UA Cossatot Receives $311,800 ANCRC Grant

UA Cossatot recently received a $311,800 grant from the Arkansas Natural and Cultural Resources Council (ANCRC) to finish restoring the remainder of the old Lockesburg Middle School.

UA Cossatot obtained the Lockesburg High School, Middle School, and Gymnasium in 2013.

After completing the renovations to the old middle school with this new grant, UA Cossatot will be making an application to have the entire Lockesburg Campus listed as a Historic District.

UA Cossatot Chancellor Dr. Steve Cole said, “Since obtaining the old Lockesburg High School campus in 2013, we have approached and received over $1,000,000 from the ANCRC to invest in restoring the Lockesburg campus. With this latest grant, we will be able to complete all of the final restorations to the old Middle School and the original high school steps. Once this is complete, we will apply for the Lockesburg campus to become a Historic District. Because of the ANCRC, we have been able to leverage other dollars to help build two major programs dedicated to the Lockesburg campus. Our college will always be looking at additional grant opportunities to help invest in Southwest Arkansas.”

In addition to the completion of renovations on the Lockesburg Campus, UA Cossatot Foundation currently has naming opportunities for the old middle school through the Blue Darter Heritage Campaign. Classrooms, the Museum Room, the building exterior, and brick pavers are available for naming. Proceeds from the Blue Darter Heritage Campaign will help fund the Blue Darter Museum, the Blue Darter Community Room, classroom technology in middle school, the Gymnasium, furnishings for the middle school, athletic support, and

scholarships. Twenty percent of all monies raised through this campaign will go toward funding the Blue Darter Heritage Scholarship, only available to students residing in the 71846 zip code.

UA Little Rock receives grant to research covert online information campaigns

The University of Arkansas at Little Rock’s Collaboratorium for Social Media and Online Behavioral Studies (COSMOS) has received a multi-year grant from a Department of Defense (DoD) initiative to study covert online information campaigns in the Indo-Pacific region, the school said.

The school will partner with Carnegie Mellon University, University of Regina, and The Atlantic Council on the five-year project, “Multi-Level Models of Covert Online Information Campaigns.”

Total funding for the project, which is headed by Dr. Kathleen Carley of Carnegie Mellon University (CMU), is about $5 million.

Blue & You Foundation awards $3.36 million to Arkansas Organizations including $150,000 to an Ashdown project

LITTLE ROCK, Ark. (November 22, 2021) – The Blue & You Foundation for a Healthier Arkansas announced today 41 initiatives in Arkansas will receive grants totaling $3,360,327, that will directly impact 71 of Arkansas’ 75 counties.

Among the projects receiving a grant, is the Ashdown Community Foundation, Inc., Ashdown ($150,000) – to construct the Ashdown City Park Inclusive Playground.

The Blue & You Foundation is a charitable foundation established and funded by Arkansas Blue Cross and Blue Shield to promote better health in the Natural State.

“Eleven of our grants this year focus on education for medical professionals and eight grants address behavioral health, issues that are extremely important to the health of all Arkansans,” said Rebecca Pittillo, executive director of the Blue & You Foundation. “Ten of our grants will reach Arkansans statewide. And because we are very aware of the need for more health equity within our state, eight of our grants focus specifically on minority populations.”

The need for qualified healthcare workers and better access to behavioral health services continue to grow in Arkansas. According to the National Alliance on Mental Illness, one in five adults experiences mental illness. And according to the latest state report on healthcare licensures in Arkansas, there were seven counties in the state that only had one primary care physician in 2019, and several had no dentists.

“The Blue & You Foundation has been focused for the past two years on supporting urgent needs that arose due to the pandemic,” said Pittillo. “The COVID-19 pandemic definitely elevated new health-related needs and emphasized existing needs in our state – social determinants that we hope these grants will positively impact.”
